First, when I first implemented this I assumed the user would still have its password setup as a local account in the OpenVPN server. I know this is not the ideal way but it was a requirement where I was working. So I never tested this with a user with no passwords.

I would have to dig more into this to better assist you. Is there a way I can replicate your environment? Maybe a docker image?
